Deep Space 16

Deep Space 16 is a Federation starbase located in the Vegeta System of the Ponor Sector of the Beta Quadrant. It serves as the main trading hub in the area.
Deep Space 16 was once an important beachhead along the Romulan Neutral Zone. After the destruction of Hobus in 2387, it became one of the centre points of rescue and rebasing operations of the Romulan people. During the Iconian War, the base was critically destroyed in one of the Iconian attacks. After the Iconian War, a new base was begun, but was abandoned in favour of rebuilding efforts elsewhere. In 2415, the base was completed, but was smaller and less significant than the base that was originally planned, a result of the declining importance of the base in this sector.
STATION AMENITIES
Originally designed to be the central hub in the sector, Deep Space 16 has since been largely downgraded. It remains a crucial trading post in the sector, and thus, continues to host a number of civilian amenities to assist this function. Most of the station's occupants are civilians, and the base has a number of family-friendly quarters and living areas available with additional accommodations on several decks for variable-atmosphere sections. The base has limited diplomatic amenities, with most traffic directed to the more equipped Starbase 39-Sierra.
DEFENSIVE SYSTEMS
Like most Federation stations, DS16's defensive capabilities are of a high level, and the station is capable of holding off all but the most coordinated attacks. With limited offensive power, however, the base is designed to enable swift evacuation in favour of retreat to a more defensible location.
SHIPYARD FACILITY
DS16 has a small shipyard facility attached to the bottom of the station. This shipyard can host a number of repairs and maintenance, with the possibility of moderate structural refits if needed. It is able to host a number of starships, however, and is often the primary location for quick ship repair, restock, and maintenance for ships patrolling in the area.
DS16 has no attached starships but does have a small complement of small craft such as runabouts and shuttlecraft. DS16 falls within the patrol range of the 19th Fleet, and is in comms range and no more than 20 hours away from any ship on patrol.

Operations
The Operations Department is responsible for the day-to-day running of the Starbase, as well as the coordination of the other departments, and the interaction with nearby starships. The primary workplace for these crewmembers, Main Operations, is essentially the Command Center or 'bridge' of the station. Operations Officers are often experts in the computer sciences, communication systems, transporter systems, or data analysis. Most of Operational work centres around the trade ships passing through the region. On DS16, tactical is a subsection of Operations.
Security
The Security Department is, as the name implies, mainly responsible for ensuring the safety and security of the crew and guests aboard the starbase. Members of the security force can often be found patrolling the decks of the station, enforcing regulations, inspecting cargo, staffing the detention level, or accompanying other station personnel on away missions. Additionally, security personnel are expected to respond to requests for assistance while they are on duty, and conduct investigations into any criminal activity.
Engineering
The Engineering Department is vital to the continual upkeep, maintenance, and repair of the various systems and components of not only the station itself, but also any docked or nearby vessels. Engineers often comprise a wide range of technical specialities that are not otherwise covered by Operations. In addition to their normal tasks, Engineers are often assigned to Damage Control Teams that are called upon during emergency situations.
Science
The Science Department encompasses a broad range of scientific disciplines that are at the core of Starfleet's mission. Science Officers often specialize in one or two fields of study, though many possess general working knowledge in a variety of areas. DS16's Science and Research Decks are all modular, able to specialise in many areas due to the limited resources available in the region. The one exception to this is the astronomy section; due to the proximity to the Hobus Nebula, a lot of research and surveys of the nebula takes place on Deep Space 16. The majority of DS16's science officers are specialists in various arms of astronomy. In addition to their on-station duties, members of the Science Department will often be selected to join away teams and even occasionally embark on extended shipboard voyages, serving as mission specialists, when the need arises.
Medical
All other things aside, the health of the crew is of paramount importance to operational readiness. Though not equipped with the latest in medical facilities, the DS16 Medical Department coordinates most of the medical care in the entire sector. In addition to providing treatment on an as-needed basis to any and all who require it, the Medical Staff is responsible for maintaining medical records and conducting or coordinating any regular preventative care. While most routine work takes place in Sickbay, Medical Teams are often dispatched to other parts of the station, or even as part of away missions, should the need arise. Counselling is a subset of medical, and in addition to performing periodic routine psychiatric evaluations, the services of the Counselling Staff are made available for all visitors to the station.
CIVILIAN POPULATION
As a major trading hub, DS16 often plays host to any number of visiting starship crews, allies, diplomats, entrepreneurs, traders, and passers-through. Ever-present and often overlooked are the staff members that keep the so-called non-essential facilities running. In addition to the civilian families of Starfleet crewmembers, the starbase employs a sizeable number of independent civilian contractors in a variety of service and specialist roles.
Due to its location, the station has a high population of Romulans.

State of the Region
The Ponor Sector is a relatively safe sector, nestled close to the heart of the Federation. However, it is still on the outlying territories in this region due to limited Federation exploration in the area, and the sectors galactic north of the Ponor Sector are still unexplored.
The Ponor Sector is largely inhabited by small independent Federation colonies. These colonies are, in general, relatively young due to the sector's historic placement along the Romulan neutral zone. The older colonies are more established and are often the centre points for trade in this region. The newer colonies tend to be a lot more fragile, with varying levels of independence. All are reliant on the trade that passes from the Federation heartlands and the larger colonies that have already been established.
After the destruction of Romulus and Remus, Romulan colonies in the region have increased substantially. These colonies are generally isolationist, though trade was an important part of their survival. With the formation of the Alliance, the colonies have accepted greater Federation help when they need it (though help is not necessarily verbally appreciated).
Outlying colonies have an increased susceptibility to piracy, and the colonies in the Ponor System are no different, mostly alongside the Hobus border, where pirates take advantage of the fledgeling Romulan colonies. Organised crime is more prevalent outside of Federation controlled space, though some elements do fall into Federation jurisdiction. More generally, areas under Federation control have greater stability and a greater standard of life than those areas outside. Especially in the Hobus sector and beyond, there is generally greater instability.
DS16 stands upon this border, continuing to protect Federation controlled areas, and delivering aid and assistance to those outside Federation space, in compliance with the Prime Directive.
